Attack without declaration of war?

Fact

It is acknowledged that Osama bin Laden had formally declared a jihad against the USA a few years ago. He has been said to to be responsible for several attacks on US properties including embassy bombings and an attack on a warship.

Questions

Given that a terrorist of no small abilities and great wealth, trained by the CIA by all accounts, had in fact declared war on the USA, why did the government of that country not take action to defend itself?

Reflections

President Bush and many commentators compared the attacks to Pearl Harbour in that they were un-announced. Un-announced perhaps, but they can not have been unexpected.

I can only conclude that the US government was unable to think of a way to counter the threat properly nor to think of a way to deal with a combatant that was not a sovereign nation.

This of course is just the threat that Maharishi and his organisations have been warning against for at least 15 years.

It is also the sort of threat that he has been providing defences against.
