20th October Dear Secretary General, the Lord Robertson of Port Ellen You gave a speech to the NATO Parliament assembly in Ottawa on the 9th October. Many things about that speech itself were disturbing but the "questions and answers" were remarkably awful. (I have read about it in the Times here, and the Montreal Gazette, here.) From those reports I gather...
Apparently these points left many of the delegates (members from the various national parliaments of the countries in NATO) visibly shaken. Let me take you to task first on your set piece speech. I can best explain what is wrong with this by an analogy. Imagine you were in a board meeting of a company. Now, up stands the sales director to make a presentation on what he has achieved over the last six months. Imagine the consternation if instead of talking about sales achievements, market share, cost of sales, customer satisfaction and the like he talks endlessly about "the visits to Paris, to Milan, the restructuring of the sales department, the new budgets needed...". Maybe very necessary, all of them, but subordinate to his targets and job function. NATO is there to provide a peaceful, safe environment for me, my family and my neighbours. I read your speech and don't believe you care about or understand that point at all. I don't believe you see peace as a measurable deliverable: thus NATO is failing in its essential function. (When I say essential, I don't mean that NATO is essential. Rather, if it has any purpose at all its "essence" must be the delivery of peace.) In short, you cannot talk about peace because you have no technologies of peace, only technologies of destruction. Because of that you can only talk about destruction. NATO has been offered technologies of peace in the past, most notably, Maharishi Mahesh Yogi's proven programme for creating coherence and harmony in the world. This was offered to your predecessor in 1999 during the Kosovo crisis and was flatly rejected. Now you are reduced to asking for yet more weapons of war. Weapons which have been proven to be ineffective at creating peace and security. Now for your statement that the new chemical and biological weapons had become
I believe when you said you "couldn't understand them" you also meant NATO couldn't defend against them either. Hence the dismay in your audience of parliamentarians - your paymasters. There you are, the Secretary General of an organisation representing, in your own words, "untold billions of dollars of defence expenditure" yet helpless in the face of a $500,000 expenditure by a group of terrorists determined to just take over some planes and damage the USA. Helpless, in fact, in the face of "any poor man". Since your speech the threat of anthrax has closed the US Capitol and left many ordinary citizens very worried indeed. Your candid admission of lack of understanding is very telling. It shows that you need knowledge. (Or perhaps intelligence. I have written to the US Secretary of State on another aspect of that point.) When you have the right knowledge and understanding NATO will have the power to solve the problem. Knowledge and power are intimately linked. Where is the best knowledge and greatest power to be found? Well, you probably know enough science to understand that as we go to finer and finer levels of nature we get more and more powerful laws of nature in operation. For example, we heat water and turn it into steam. Engines using steam created the industrial wealth of the Victorian era. If we go a bit deeper into nature we can divide water into its component elements, hydrogen and oxygen and later combine them by burning the hydrogen in the oxygen. This is a more compact and powerful way of producing energy. If we go to deeper levels we can split the hydrogen atom and get a nuclear reaction which has still greater power, by many orders of magnitude. In the last twenty years or so modern science has discovered that all the laws of nature and all the material particles that make up the universe have their basis in one unified, transcendent field of life. From this level of life comes all the power and energy responsible for the entire operation of the universe. It is a source of infinite energy. That energy is not chaotic though. The unified field is also the source of all the intelligence, or knowledge, that is the basis of all the laws of nature. It is the ordering intelligence that keeps the galaxies swirling around at one level and the electrons whizzing round the atoms that make up the cells in your eyes which are reading these words. To master and keep in order all the energy it is also then a field of infinite creative intelligence. Of course this unified field is absolutely everywhere and wherever it is it is also connected to every other part simultaneously. If that is the case it is inside you too. You and your organisation can make use of this infinite source of creative intelligence inside yourselves. Others have in the past. When they did, under controlled conditions, they found that warlike incidents and aggression were reduced. One experiment was on a global scale. See the research summaries here. Many military leaders have become outspoken advocates of these practical, peace generating techniques. Speak to one of them and see how easy it would be to restore equanimity to your members. Try Major General Kulwant Singh, who, with 35 years military experience, some 15 of them in anti-terrorist operations in the Indian army, would be delighted to have an opportunity to help you. Don't wait. The world and your members expect proven solutions, not despair, from its leaders. With a phone call, a meeting, a few simple decisions, you could be the person responsible for generating lasting peace in the whole world. Now wouldn't that really be something to talk about at the next NATO Parliament in Sofia? I am sure your members, and the world, would prefer it to what you told us in Ottawa.
